NOTICE TO CONTRACTORS

Sealed Bids will be received by the Tunica County Soil and Water Conservation District (TCSWCD), 1221 Kenny Hill Drive, Suite 2 until 10:00 a.m., July 27, 2010 and thereafter public opened for:

TUNICA NATIONAL GOLF AND TENNIS, EROSION CONTROL PROJECT

The Contract Performance Time is 60 Calendar Days.

BASIS OF AWARD:  the award, if made, will be made to the lowest and best qualified bidder on the basis of the published quantities.

Contract specifications and construction drawings will be available on June 24, 2010 and may be secured in the offices of the Tunica County Soil and Water Conservation District, 1221 Kenny Hill Drive, Suite 2, Tunica, MS 38676, telephone number (662) 357-0027 ext. 3, upon payment of $75.00 which is a reproduction cost and is not refundable.

The Tunica County Soil and Water Conservation District reserves the right to amend the specifications, as necessary, and agrees to notify all having requesting bid packets from the office of the TCSWCD at the above address.

Questions regarding any Construction Drawings, Construction Specifications, or Contract Documents should be directed to John S. (Steve) Wilson, P.E., 895 Swinnea Lake Drive, Southaven, MS, telephone (662) 449-1827.  Bidders are strongly encouraged to attend and participate in a pre-bidders conference to be held in the Robinson Conference of the Tunica National Golf and Tennis clubhouse at 10:00 a.m. on Tuesday, July 20, 2010.

Certified Check or Bid Bond for five (5) % of the total bid, payable to: Tunica County Soil and Water Conservation District must accompany each proposal as a guarantee that if the bid is accepted, the bidder will enter into a contract and execute the performance and payment bonds in the form and within the time specified.  The successful bidder will be required to execute a performance and payment bond, each in the amount of 10% of the contract, issued by a surety company licensed to operate in the state of Mississippi.  BIdders are hereby notified that before acceptance of any proposal and/or the entering into any formal contract, the successful bidder shall provide proof of general liability insurance in the amount of $1,000,000.00 as required by Section 31-5-51 of the Mississippi Code of 1972, as amended.  Additionally, TCSWCD will be included as co-insured at the time the contract is awarded.  Some of the work is being conducted under Entergy Mississippi electric lines.  Additional liability insurance in the amounts and in accordance with the Contract Provisions will be required.

Each bidder shall have a Certificate of Responsibility to bid on contracts for public projects in which the bid price exceeds $50,000.00 and for private projects which the bid price exceeds $100,000.00 for a private project; his name; and the name of the Contract for which the bid is submitted.  Failure to show these items on the outside of the envelope containing the bid will result in the bid being returned to the Bidder unopened.  Public funds are involved in this project.

Bidders are also hereby notified that any proposal accompanied by letters qualifying in any manner the condition which the proposal is tendered will be considered an irregular bid, and such proposals will not be considered in making the award.  The Tunica County Soil and Water Conservation District reserves the right to wave any irregularities and to reject any and all bids if considered not in the best interest of then District.

No Bidder may withdraw his bid for a period of sixty (60) days after the date of actual bid opening, without Owners Consent.

The Owner reserves the right to reject all bids.

The owner reserves the right to waive any information or irregularities.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs.

Any contract or contracts awarded under this invitation for bids are expected to be funded.  This procurement will be subject to all applicable sections of Mississippi Code 1972, Annotated.
